HTS Code Structure

The Harmonized Tariff Schedule uses a hierarchical structure to classify all goods in international trade:

  • Chapters (2 digits): Broad product categories (e.g., Chapter 85 for electrical machinery)
  • Headings (4 digits): More specific groups within chapters (e.g., 8517 for telephone apparatus)
  • Subheadings (6 digits): Internationally standardized product descriptions (e.g., 8517.13 for smartphones)
  • U.S. Statistical Codes (8-10 digits): U.S.-specific classifications for detailed reporting

For accurate classification, follow the General Rules of Interpretation (GRIs) in order:

  1. Classify by terms of headings and section/chapter notes
  2. Classify incomplete or unfinished articles as complete if they have the essential character
  3. When goods could be classified under multiple headings, use the most specific description
  4. Goods that cannot be classified by Rules 1-3 use the heading of the most similar article
